If elected, what will be your priority in the Legislature?
I believe that without our local economy up and running again soon, we will lack government revenue to fund anyone’s priority. What I will work on if elected is to enact laws to assist both established businesses and entrepreneurs to get their businesses going. We need a permanent reduction in the Business Privilege Tax, eliminate the cost of goods sold in determining gross receipts, lower the cost of establishing LLCs, keep as much money on island as possible by promoting better on-island health care, and deregulate business to the extent that we can. In addition, Guam currently has economic opportunity zones established pursuant to the provisions of the Tax Cuts and Jobs Act. We need to promote the benefits of investment in these zones to both local and off-island investors and entrepreneurs. Concurrently, I will propose policy changes in the areas of health care, public safety, criminal justice, and education.
